Phase 6.4 — Automated GitOps delivery with quality gates

Making the pipeline enforce the standard rather than relying on discipline.

Where 6.2 brings existing applications onto the shared shape by hand, this phase makes it automatic and non-optional: linting, schema validation, security and secret scanning, and a chart render that must pass before anything reaches the cluster.

A change that does not meet the standard should fail its gate, not arrive in production and be noticed later.
