Automatic Windows Feature Upgrade handling during setup

When a machine's Windows release is too old to continue setup safely, baseline-client now detects this automatically, launches the Windows 10 Update Assistant, and arms an unattended resume so the rest of setup continues on its own after the reboot -- no one needs to babysit the upgrade. This week: fixed the automated resume so it no longer hangs waiting for a credential prompt that never gets shown on an unattended run.
