Phase 7.5 — Dedicated cluster network

An isolated segment for the servers' own heartbeat traffic.

The machines in a cluster have to continuously agree on which of them is alive. Today that conversation shares a wire with everything else, so heavy traffic can make a perfectly healthy server look like it has vanished. This gives it a dedicated, non-routed segment of its own, plus a second fallback path so a single failure cannot break the agreement.

No downtime, and no effect on anything you use.
