Phase 7.12 — Configuration management restored

The machines were rebuilt by hand during the move, deliberately: the automation that normally configures them runs on the very cluster that was being migrated.

That was the right call at the time, but it leaves the estate in a state where the written configuration and the running configuration are only assumed to match. This phase brings the servers, the backup server and the guests back under automated configuration, so that drift is detected rather than discovered.
