Phase 7.14 — Cluster restoration

Not everything came back up after the move.

The second cluster — the one that runs the platform's own tooling rather than the services you use — is still offline, waiting on the storage that Phase 7.13 delivers. Several workloads are also running on whichever machine had room during the migration rather than where they are meant to live.

This phase returns every workload to its intended machine and brings the second cluster back to full health.

No downtime for the services you use.
