A control-plane machine is back in full service

One of the machines that runs the platform's control plane had been held out of the scheduling rotation while its migration to the new virtualisation platform was completed. It was reachable and healthy, but deliberately not accepting new work.

Its migration steps are now finished and verified, and it has been returned to the rotation. The control plane is back to its full complement, which restores the margin it needs to survive a machine failure without interruption.
