Backup job time limits lost on storage upgrades

Storage upgrades regenerate the recurring backup jobs and silently drop their time limits, which previously allowed one wedged job to stall backups for over a day.

An automated guard now re-applies the limits hourly on both clusters, so an upgrade can no longer leave them unset.
