Platform upgrade stops midway on a database step

Upgrading the source-code platform halted part-way through, leaving the package half-configured. The service itself kept running throughout.

The machine's environment named a language pack that had never been installed on it. The database tool refuses to initialise under a language setting it cannot resolve, so the database portion of the upgrade aborted and took the rest of the step with it.

Corrected to the language pack the existing database was actually built with, and the upgrade completed.

The failure turned out to be protective. Had the tool accepted the setting as written, the new database would have been built to sort text differently from the old one, which corrupts lookups quietly rather than loudly.
