A build check runs against a file that does not exist

Two repositories failed every pipeline on a check that inspects a container build recipe. Neither repository has one.

The check was gated on "did this file change" rather than "does this file exist", so with nothing to change it ran anyway and failed on the missing file. The corrected form had been made in the shared template months earlier; these repositories had simply never received it.
