Release notes could never be generated for one repository

The step that generates release notes failed every run, reporting that the tools it needs were not installed - despite the step containing the lines that install them.

An automated edit had inserted a line into the middle of a block of shell commands, which collapsed the whole block into a single unrunnable line. The installation was never executed. Every repository touched by that automation was checked; one was affected.
